The concept of public service in the 28/2006 act, of july 18th, concerning state agencies

Abstract

This study deals with the law mentioned in the title, whose purpose is, on the one hand, introduce a new model of public entity that helps incorporate into the state’s general administration an organizational formula endowed with a greater autonomy and flexibility in management and the participation of the autonomous Communities in the instrumental administration of the state’s general administration; on the other hand, the development of an organizational formula to which existing public entities will be driven; also, the establishment of the state agency for the assessment of Public Policies and Quality of services to boost instruments that help assess the impact policies and services offered by the state make on citizens; and the establishment of new agencies in specific activity sectors and public services. In the second part, some key concepts in the Public services law in the light of the new law are discussed.
