Abstract

The State’s modernization process aims at improving the management of entities that shape the public structure. The legislative power, as both a state entity and a representative of the citizens, needs to go through the same process, improving the management of functions constitutionally entrusted to it. In this context, it is of utmost importance to analyze the basic prerequisites for the modernizing process of the legislative power from both an organic and a functional perspective. For this reason, this article attempts to project a global view of a modern Congress as well as to set out some of its fundamental aspects. Undoubtedly, with the realization of the Congress’ institutional strengthening, a greater stability of a democratic system will be achieved, thusimproving the technical quality of the laws and a better development of the control and representation functions.
